RIENX 4.02 highlights：
- The main changes with respect to the previous version are:
- 1. RINEX observations-related updates:
- 1) Update of the Epoch time tagging in Observation files to allow for extra second digits to reach pico-sec resolution
- 2. RINEX navigation messages-related updates:
- 1) Addition of NavIC L1 L1NV Navigation message
- 2) Addition of GLONASS L1OC, and L3OC CDMA Navigation message
- 3) Addition of navigation message subtypes for all navigation record message, and definition of subtypes for the QZSS ION and NavIC ION messages
